My base belief: A high performance metadatabase (like CYC) that has been designed to serve the needs an "expert system" is mandatory to maintain data interoperability between world state and personal workflow states. Such a database is chiefly used to be the "servant query system" of "planner" software that divides the world into "states" and "actions effecting states" that receives actors "goals" from querying for: "what should be the goals of #$Self at this time?" The speed and frequency that a Planner must get results back from this database I know is very high! One important goals that is probably always returned.... #$Self must continue to encode it's observations (generalizations) about actors into the same format in which it uses as it's personal library of "states" and "actions"
