An IFID is a technical standard, similar to ISBN. An IFID is a unique identifier string of digits, letters, and hyphens that can be used by archivists, cataloguers, and so on to uniquely identify a work of interactive fiction, both for new and legacy works. See section 2.2 of the Treaty of Babel.
